SWMU 73 – DRMO Scrap Metal Recycling Yard

SWMU 73 is the current location of the Defense Reutilization and Marketing Office (DRMO) Scrap Metal Recycling Yard, located near the Camp Moscrip area and the Dry Dock, at the eastern end of the base. The area originally consisted of a large, flat, gravel covered storage yard. The site boundary was expanded to include the secondary growth vegetated area around the perimeter of the storage yard.

Records reviews and inspections confirmed that its operation as a DRMO Scrap Yard since the 1970s, and that stored equipment and vehicles resulted in numerous small releases of petroleum oil lubricants (POL) throughout the usage period. Portions of this site contain miscellaneous debris including vehicle frames and tires, as well as other equipment.

Groundwater, surface, and subsurface soil samples were collected to characterize the site. In general, analytes detected at the site are associated with fuel and solvent contamination. Therefore, it can be concluded that past operations have impacted the surface soil at the DRMO Scrap Metal Recycling Yard. It is recommended that additional site characterization be done to confirm the site contamination at the DRMO facility.

Status

  • The RCRA 7003 Administrative Order on Consent recommends a CMS Work Plan for the DRMO Scrap Metal Recycling Yard.
  • The Final CMS Work Plan for SWMU 73 was submitted to the EPA on January 25, 2008.
  • The Navy requested an extension for the submittal of the Corrective Measures Study report.
  • The Draft Corrective Measures Study Investigation Report was submitted to the EPA on February 4, 2010.
