SWMU 6 – Building 145

This SWMU is a partially underground concrete bunker formerly used to store containers of surplus and discarded paints and polishes. The Navy’s 1984 Initial Assessment Study (IAS) indicated that this building was used for more than 25 years for this purpose. At the time of the IAS, SWMU 6 contained 60 55-gallon drums and 100 5-gallon pails. Most of the containers were in poor condition and some resting in standing water. Tree roots penetrated through the top of the structure. According to the 1988 VSI, all contents formerly stored in this SWMU had been removed; the SWMU was still empty during the 1993 follow-up inspection. However, since there had never been any sampling to confirm the absence of releases of hazardous constituents from this unit, an RFI for surface and subsurface soils was required in the permit.

Status

  • RFI work plans were approved in 1995.
  • The RFI was completed and a report of additional investigations was submitted in May 1998.
  • Following comments, a revised risk assessment was submitted in November 1998.
  • The Draft CMS Work Plan was submitted in January 2000. It was approved by the agencies.
  • The Draft CMS Final Report was submitted in May 2000.
  • The Final CMS Final report was submitted in June 2001.
  • The RCRA 7003 Administrative Order on Consent recommends a Determination of Corrective Action Complete Without Controls for Building 25 Area.
