SWMU 31 – Waste Oil Collection Area/Building 31 and 2022

SWMU 31 is located in the Public Works Department storage yard, near the Transportation Shop. It consists of a curbed, concrete pad used for temporary outdoor storage of waste oil containers. There is also a 500-gallon tank for waste oil collection. During a 1993 inspection, oil staining surrounded the storage pad. This SWMU is associated with Building 31, where the Navy’s 1984 Initial Assessment Study (IAS) reported that containers of unidentified wastes had been stored outside the building. Solvent odors were reported in the 1984 IAS report. The entire area surrounding this SWMU is now paved with asphalt. An RFI of surface soils surrounding the asphalt pavement and subsurface soils beneath the asphalt was required.

Since the 1993 inspection the area has been reconfigured and new facilities have been constructed. The former area not used in the new construction was paved.

Status

  • RFI work plans were approved in 1995.
  • Investigations at this unit (a part of OU 1) were performed in accordance with the approved RFI work plans. The report was submitted in May 1998. USEPA required a CMS.
  • The CMS outline was submitted in December 1998.
  • The CMS was started; however, additional investigations were required. A Work Plan was submitted in June 1999 and, following USEPA approval, investigations were conducted the same month.
  • The Draft CMS Final Report was submitted in January 2000.
  • Following agency comments, the Final CMS Final Report was submitted in April 2000.
  • The Draft CMI Work Plan was submitted in August 2000.
  • The Final CMI Work Plan Design Package was submitted in January 2001.
  • The EPA approved the Final CMI Work Plan Design Package to send out for public comment.
  • The RCRA 7003 Administrative Order on Consent recommends the implementation of the Final CMI Work Plan.
  • CMI Remains to be implemented.
