SWMU 3 – Station Landfill

This is a currently active landfill. It is unlined, and has been used since the early 1960s as a disposal site for solid wastes. To dispose of wastes, a trench is dug to the water table, and then filled with wastes. When the trench is full, it is covered with soil. During IR Round 1 (1986), eight groundwater monitoring wells were installed. Round 1 (1986) and Round 2 (1987) sampling of the groundwater found metals (arsenic, chromium, lead, and selenium) above MCL levels. An RFI of soil, surface water and sediments, and groundwater is required by the permit.

Status

  • The Work Plans for RFI were approved in 1995.
  • Wells have been installed and samples collected. Geophysical investigations were completed in June 1999.
  • Additional well installation was performed in December 2000.
  • EPA approved Final RFI Work Plan submitted in January 2002.
  • Revised Final RFI Report was submitted in March 2003.
  • EPA approved the Closure/Post Closure Plan for the landfill.
  • Semi-Annual Groundwater Monitoring Reports for March and September 2005, March and September 2006, and March and September 2007 were submitted to the EPA.
  • The RCRA 7003 Administrative Order on Consent recommends a Semi-Annual groundwater Monitoring Program as an interim measure, and for the implementation of the Closure Plans for the Station Landfill.
  • The Statement of Basis for the Station Landfill (SWMU 3) was submitted to EPA in April 2006.
  • The Department of the Navy issued Notification of Closure of Sanitary Landfill, October 2006.
  • A Revised Groundwater Sampling and Analysis Plan (SAP) was submitted April 2008.
  • The Final Landfill Gas Monitoring Work Plan was Submitted on May 20, 2008.
  • A Draft Semi-Annual Groundwater Monitoring Report was submitted to the EPA on July 8, 2008.
  • EPA approved the Revised Final Landfill Gas Monitoring Plan submitted on August 28, 2008.
  • The Final Semi-Annual Groundwater Monitoring Report (March 2008) was submitted to the EPA on September 19, 2008
  • The Final Semi-Annual Groundwater Monitoring Report (September 2008) was submitted to the EPA on June 2, 2009
  • The Final Semi-Annual Groundwater Monitoring Report (March 2009) was submitted to the EPA on October 29, 2009
  • A Draft Semi-Annual Groundwater Monitoring Report (September 2009) was submitted to the EPA on December 30, 2009
