SWMU 2 - Langley Drive Disposal Area

This site is an abandoned, unlined waste-pile/landfill, on the edges of the mangroves along the shoreline of the Ensenada Honda Bay. This site was used from 1939 to 1959 to dispose of solid and possibly hazardous wastes/constituents. During the IR Round I1 (1986) and Round 2 (1987) investigations, soil, surface water, and sediment samples revealed metals (lead and selenium) in the soil, surface water, and groundwater at this SWMU. An RFI of soil, surface water and sediments, and groundwater was required by the permit.

Status

  • Investigations have been completed at the site.
  • A Draft RFI report was submitted in March 1998 and comments received in December 1998.
  • A revision of the RFI Report and CMS outline followed in April 1999.
  • The Final CMS Work Plan was submitted in October 1999. Following response to comments, a Revised Final CMS Work Plan was submitted in March 2000. Following additional comments, a Revised Final II CMS Work Plan was submitted in July 2000.  The CMS was initiated in 2001.
  • The Final Additional Data Collection Report and Screening Level Ecological Risk Assessment and Step 3a of the Baseline Ecological Risk Assessment was submitted in May 2006 and approved by the EPA in June 2006.
  • EPA approved the Steps 3b and 4 of the BERA for SWMU 2.
  • The Site Verification for the Baseline ERA was initiated in February 2007.
  • The Baseline ERA field investigation was initiated on May 17, 2007.
  • The RCRA 7003 Administrative Order on Consent recommends the implementation of the CMS for the Langley Drive Disposal Area.
  • A Draft Phase I Interim CMS Work Plan was submitted on November 19, 2009.
  • The Draft Steps 6 and 7 of the Baseline Ecological Rick Assessment Report for SWMU 2 was submitted on December 4, 2009.
