SWMU 10 – Substation 2 (Building 90)
At Substation 2 (Building 90), electrical transformers were repaired in the
past and PCB-containing transformer oils were poured on the ground. A first phase
groundwater RFI was mandated by EPA.
Status
- A removal action, constituting an ICM, was conducted to address PCBs in the soil. Soil
was excavated and disposed off site. Clean-up proceeded in accordance with EPA approved workplans.
A project closeout report was submitted to EPA.
- While the soils were remediated, the EPA has expressed concern about possible groundwater contamination.
- Hydropunch wells to obtain groundwater samples were included in the approved RFI
work plans.
- The hydropunch technology proved unsuccessful at this site.
- A new proposal for large-diameter temporary wells was submitted and subsequently approved.
- The large diameter temporary wells were installed and sampled. A report was submitted in May 1998.
The results indicated that no PCBs were present in groundwater.
- No further action for this SWMU was proposed in the Part B permit renewal application due in May 1999.
- Corrective Action Complete with Controls was approved in the January 29, 2007 RCRA § 7003 Administrative Order on Consent.
- Navy issued a Land Use Control letter on July 2, 2007 prohibiting residential land use of the SWMU 10 area.
