Public ParticipationPublic participation is a key component of the Installation Restoration Program. It is outlined in the Community Relations Plan. The main goal of the public participation program is to achieve effective, open communication among the communities near the former Naval Station Roosevelt Roads, now known as Naval Activity Puerto Rico (NAPR), the Navy, and the regulators at the Puerto Rico Environmental Quality Board and the U. S. Environmental Protection Agency, Region 2. Copies of the Community Relations Plan are available in the Information Repositories. Input from the community is critical to effective, two-way communication. Members of the public are encouraged to visit the NAPR Information Repositories. The Administrative Record, which includes all documents that support selection of site clean-up methods, is also available for public review at the Information Repositories. Additional public information is available on the website maintained by the Navy’s Base Realignment and Closure Program Management Office (BRAC PMO). Restoration Advisory Board (RAB)The RAB is an advisory group of local community volunteers, along with representatives from the Navy, U. S. Environmental Protection Agency, Puerto Rico Environmental Quality Board, and other agencies that are involved with the transfer of NAPR property to its future owners. RAB meetings provide an opportunity for two-way communication between the community and these agencies about the environmental cleanup work being done as part of the transfer process. RAB members review and comment on cleanup documents, share community views with the agencies’ decision-makers, and report information back to the community. The Navy, EPA and EQB are legally responsible for making cleanup decisions. RAB members can help by providing the much-needed local perspective and the community’s point of view. The agencies will give respectful consideration to the comments of RAB members. The NAPR RAB meets every other month in Ceiba, Fajardo, or Naguabo. Meetings are advertised in local newspapers. RAB meetings are always open to the general public. Information Repositories are designed to provide user-friendly information for the community. They include fact sheets, the community relations plan, the site photograph album, and documents available for public comment. This repository has been established for NAPR, the former Naval Station Roosevelt Roads.

Public Comment OpportunitiesThe public is encouraged to comment on the selected clean-up alternatives for every site at the former Naval Station Roosevelt Roads, now known as Naval Activity Puerto Rico. Official public comment periods are held for at least a month after every Proposed Remedial Action Plan (PRAP) has been issued. Public comment periods are advertised in the local newspaper. Administrative RecordThe Superfund regulations require those cleaning up hazardous waste sites to document the clean-up process with an Administrative Record. The Administrative Record includes correspondence, work plans, reports, newspaper articles, technical presentations, and feasibility studies. The Administrative Record for the former Naval Station Roosevelt Roads, now known as Naval Activity Puerto Rico, is located with the Information Repositories.
