The Installation Restoration (IR) Program is a Department of the Navy initiative to identify, investigate, and clean up former waste disposal sites. To address waste sites on military property, the Department of Defense (DoD) established the IR program in 1975. Depending upon the circumstances, military IR sites are identified, investigated, and cleaned up in accordance with the Resource Conservation and Recovery Act (RCRA) or Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) or in accordance with an integrated approach based on both laws. In October 1994, a Resource Conservation and Recovery Act (RCRA) Part B permit was issued for Roosevelt Roads. The permit included Corrective Action. The waste sites identified during earlier investigations would be cleaned up under the Station's Resource Conservation and Recovery Act (RCRA) program. A total of 56 SWMUs and Areas of Concern (AOCs) had been identified; 30 of these required no additional work because they were not affecting human health or the environment. Of the 26 SWMUs and AOCs that remained, 9 required full Resource Conservation and Recovery Act (RCRA) Facility Investigations (RFI) and 17 required a Phase I RFI. The Phase I RFIs would include initial sampling to determine if the Solid Waste Management Unit (SWMU) posed a problem and required a full RFI. Following the issuance of the Resource Conservation and Recovery Act (RCRA) Part B Permit in 1994, two additional sites were identified (SWMUs 53 and 54) and required to undergo a full RFI. An additional site (SWMU 55) was split out from an existing site (SWMU 7) to complete its required work. An additional 22 SWMUs (SWMUs 56 through 77) and 2 AOCs (E and F) were identified and evaluated as part of the Environmental Condition of Property that was conducted in 2004. Of the 22 new SWMUs and 2 AOCs, 10 SWMUs and 1 AOC require Phase 1 RFIs, 6 SWMUs and 1 AOC require additional work, and 6 SWMUs were considered Corrective Action Complete without Controls. The January 29, 2007 RCRA 7003 Administrative Order on Consent identified an additional four SWMUs requiring a Phase I RFI. The Order also identified an additional 27 SWMUs and 2 AOCs as corrective action complete without controls and 6 SWMUs corrective action complete with controls. The Navy notified EPA of a new site (SWMU 78) on June 29, 2007. EPA requested a Phase I RFI for this site.
