AOC D – Sediments
AOC D, consists of the marine sediments in the ocean adjacent to the station. These sediments may have been affected by the Stations’ outfalls, the Station’s one operating and two closed littoral landfills, recurring major oil spills, the possible submarine discharge of contaminated groundwater from the Tow Way Fuel Farm area, and past waste disposal practices, which included routine disposal of hazardous wastes and/or constituents into storm water drains. Three NPDES-permitted wastewater outfalls, and an undetermined number of storm water outfalls are present at Roosevelt Toads. A First Phase RFI for sediments underlying the surface waters adjacent to NAVSTA Roosevelt Roads was required in the permit. Emphasis was on Ensenada Honda and other areas impacted by known or suspected releases in the permit.
Status
- RFI work plans were approved in 1995.
- Investigations, following a sampling plan approved by the EPA were completed with the exception of two sediment samples along the eastern flank of the Station landfill. These samples were not collected since the area in which the samples were planned was being actively filled to create additional land area.
- These two samples were obtained during the September/October 1997 field program. Enough time has passed to allow the filled material to settle.
- Two areas were found that represent possible concerns. The first area is immediately adjacent to SWMU 2 (Langley Drive Disposal Area) where elevated levels of inorganics and low levels of semi-volatile organics were detected. It is not clear whether the constituents detected are related to operations in the harbor or have arisen in SWMU 2. Therefore, any further action regarding these sediments must wait until the results of investigations at SWMU 2 (OU 3) are available.

- Report submitted 5/6/98.
- Comments on report received and response submitted December 1998, EPA approved.
- The RCRA 7003 Administrative Order on Consent recommends a Determination of Corrective Action Complete Without Controls for AOC D.
- Corrective Action Complete without Controls as stated in the 1/29/07 RCRA § 7003 Administrative Order on Consent.
