AOC B – Building 25 Area

Area of concern B consists of the site of the now demolished Building 25. According to the Navy, the demolished building contained hazardous waste materials in the past. The 1993 follow-up inspection found 15, 55-gallon drums of lubricating oils and diesel stored outdoors and unsheltered, resting directly on a bricked surface that was the former floor of Building 25. The area was surrounded by a sandbag dike. Extensive oil stains were observed on both the brick floor and the surrounding soils. Eight groundwater wells were installed throughout IR Site 10 (of which the AOC was an original part), and sampled both during Round 1 (1986) and Round 2 (1987). Hazardous constituents (arsenic, chromium, lead, and selenium) were detected in the groundwater at levels exceeding action levels/MCLs. An RFI for soils, both those surrounding the old Building 25 area and the soils underlying the remaining brick floor, was required in the permit. Also, an RFI for groundwater was required to fully characterize possible releases of hazardous constituents.

Status

  • RFI work plan was approved in 1995.
  • The initial investigations described in the work plans were completed and the report submitted in May 1998. Some releases to soil were detected; however, these only posed a minor risk to possible future residents. The Navy has committed to restricting the site to industrial use only, which essentially removes this concern.
  • Groundwater at the site contains inorganic constituents; however, their concentrations generally fall within background levels developed at the base perimeter. While this is the case, one well, a remnant of the confirmation study, was deemed unusable.
  • A replacement well was installed in September/October 1999 to complete groundwater characterization in accordance with the approved RFI work plans. Sampling of the well was performed.
  • The Draft CMS Work Plan was submitted in January 2000.
  • The Draft CMS Final Report was submitted in May 2000.
  • The Final CMS Final report was submitted in June 2001.
  • The RCRA 7003 Administrative Order on Consent recommends a Determination of Corrective Action Complete Without Controls for Building 25 Area.
